PVC is a perfectly good and buoyant material for the pontoons. The simplest way to build a complete boat is by connecting together PVC pipes that are 12 inches wide and 16 feet long.
You can do it better with boat plans that show the top-side-front-back views of what your pontoon should look like. Of course, for more complex designs like commercial quality pontoons or a seasonal houseboat, it pays to work with custom plans that you can tweak on a computer.
You can also fabricate a pontoon boat from aluminum. If so, buy a good MIG welder like Pulse.
